8/16/2016	I spoke with Mike Miller and he indicated that the landfill would have been closed on Sunday evening, so there should not have been any activity that would cause excessive releases. He stated that the flare is operated continuously for odor mitigation even though it is not required. The only time it is off is during maintenance or repairs, and he said that some maintenance work was completed for the flare earlier this spring. He said they add cover material daily and indicated that they take odor complaints seriously. For the best results, the complainants should contact the landfill directly at 712-336-3980 and speak to Manager Dennis Leach. They have a form they use to gather additional information and he can further investigate any issues. I contacted Marilyn again and relayed this information to her. I informed her that we don't have any odor regulations and encouraged her to work with the landfill directly.	SHEILA KENNY
