6/15/2015	I conducted an investigation into this complaint on 6/10/15. There had been some emissions from the raw mill elevator vent bagfilter (EP18); however, corrective actions were taken as soon as facility personnel became aware of the situation. One bag was replaced in this bagfilter which stopped the emissions. The facility also plans to completely rebag this bagfilter. The raw mill was down for routine maintenance at the time of my visit, so none of the bagfilters in this area were operating. I did not observe dust below any of the vents, other than EP18. The dust below the EP18 vent was due to the previously mentioned problem which had already been corrected. I also observed the bagfilters at the finished cement loadout area. All of these emission points were operating. Opacity from all the vents was 0% except for the silo bagfilter (EP47) which had an opacity of <5%. All were in compliance with their 10% opacity limit. Lehigh appears to be monitoring the bagfilters on a routine basis and performing maintenance as necessary. No further action required.	GLENN CARPER
