10/24/2014 This complaint call came in early on the afternoon of 10/16/14. As soon as I was made aware of the complaint I drove to the facility and looked for the best vantage point from which to observe the main facility stack. The wind was from the SW at about 20 to 25 mph. The sun was also in the SW. The sky had a high broken overcast. The best point from which to view the stack was from the Little League ballpark parking lot near the concession stand on 17th St NW. This point was approximately ¾ of a mile SSE of the stack. There was a 100 to 150 foot attached steam plume coming from the stack. After dissipation of the steam plume I observed an opacity of between 5 and 10 percent. While material was observed trailing off from the stack, it was in compliance with its 20% opacity limit. This observation was made at about 3:30 pm. I tried calling Perry Dargitz, Lehigh’s Environmental Coordinator, to discuss the complaint. Perry did not answer his phone. I left him a message asking him to call me back. Perry called me back at about 4:20 pm that day. He said that the plant had been shut down in preparation for stack testing. He said that they started up again on the previous day (10/15/14). He stated that they had upset issues during the startup which resulted in heavier than normal emissions (15 to 20%). He stated that things looked pretty good today (10/16/14). Perry stated that they are having to depend on their scrubber more and more to maintain compliance with the 20% opacity limit. He said that solids keep building up in the unit. They have to shut down about once a week to clean the scrubber and demisters. The build-up on the demisters is to the point that they will have to be replaced. Perry stated that new demisters have been ordered. I asked Perry to send me copies of his recent Method 9 observations and to provide a written explanation of the problems during the startup on 10/15/14. GLENN CARPER
