11/15/2010	I checked for recent excess emissions from the facility. The last excess emission reported by the facility prior to receiving the complaint was on October 24, 2010. This is 16 days prior to the complaint being filed. The excess emission lasted 12 minutes and was caused by sheared pins in the calciner coal mill. The 6-minute opacity for this event was 47.9%. The wind at the time of the excess emission was calm to about 3 mph out of the south. The wind would have to be out of the SE to impact Mr. Rockwell's property. This excess emission does not appear to be the cause of Mr. Rockwell's complaint. I contacted Bill Bertie, Lehigh's Environmental Manager, and had him fax me information for the last application of dust suppressant to the limestone haul road which goes by Mr. Rockwell's property. Dust suppressant was last applied to the haul road on 10/15/10 (north of B20) and 10/22/10 (south of B20). Previous inspections have shown no problems with dust control on the haul road. Dust from the haul road may have contributed to Mr. Rockwell's problem, but there is no definitive evidence to substantiate this. The weather conditions for several weeks prior to Mr. Rockwell's complaint were dry and windy. Dust from harvesting crops, tilling farm land, travel on gravel roads, etc. was very bad. It is likely that generally dusty conditions everywhere was the cause of Mr. Rockwell's problem. There was no definitive evidence to link Mr. Rockwell's dust complaint to Lehigh Cement. Since the complaint was filed, the area received significant rainfall that resulted in less dusty conditions. No further action required.	GLENN CARPER
