11/21/2016 I visited the site and viewed the truck and rail loadout areas. I observed two trucks being loaded. There is a telescoping chute that extends into the truck. I observed no emissions during loadout. When loadout is completed, the chute raises and very minor dust is emitted from the top of the truck. I stood in the loadout bay next to the trucks during the loading and was not impacted by any dust. I also observed the baghouses above the loadout and they were operating. Perry stated that he had observed very slight emissions from the line 40 baghouse and they had ordered a control board that they believed to be causing an issue with the pulse jet system. I also spoke with an operator of the loadout area who stated that dust is typically not much of an issue. Two drivers were also in the operator room and both stated they felt the plant was "clean". Perry also stated that there is a small amount of dust generated when the rail cars are loaded since they are filled to a greater capacity and are not sealed as well. There was no rail loadout taking place at the time of my visit. I did not find evidence of dust issues or of baghouses not operating as the complainant alleged. There was no visible accumulations of dust outside of the loadout bay. The complaint did not appear to be legitimate and no further action is required at this time. DAVID KNOLL
