7/2/2025	Lindsay Mack, DNR NPDES permitting provided the following info pertaining to sampling at the 004 outfall at Continental Cement in Buffalo: : I recently put their NPDES permit on public notice. I learned through a submission of their comments and further conversation with the facility that they do not have a representative sampling location for outfall 004 of the final effluent from the gravity thickener #2 during periods of discharge. When the valve is opened, the discharge is only able to be sampled at the discharge point into the river, which is often not accessible or poses a risk for unsafe working conditions so they asked if they could sample from the basin itself instead. I told them no, as this would not be a representative sample. I gave them a couple weeks to explore options and they've come back and said they do not want to dig down to the underground pipes to install a sampling point. They informed me they would instead use a long pole to collect a sample from the outlet pipe before it hits the river in order to collect a representative sample. I plan to issue the final permit and wanted you to be aware of this sampling approach in case you had concerns and wanted to handle them in their next inspection.	TERRY JONES
