6/7/2012 I conducted a routine quarterly site visit at this facility on 6JUN12. Litter control was very good, load check and litter picking records were in compliance, the working face was reasonably sized and well managed. No violations or deficiencies were noted. Manager Ken Heimendinger stated that they wanted to install a well at a new building near the active area to use to pressure wash the compactor and other equipment, but he had heard that there was a 1,000 foot setback from a landfill. I checked with Scott Wilson who showed me Rule 567 IAC 49.6 which confirmed the 1,000 foot setback. I called Mr. Heimendinger and advised him of this, and also noted that Rule 567 IAC 49.5 included a variance process, and that he should contact the Mitchell County sanitarian to discuss the feasibility of obtaining a variance. In addition, I advised Mr. Heimendinger that wash water from the compactor and other equipment in contact with trash might need to be handled as leachate. I found a reference in Chapter 106 that specified this for garbage trucks, but I could not readily find a corresponding reference in Chapter 113 for the working face equipment. Mr. Heimendinger did not want to explore it further at this time considering the uncertainty with the well setback. The way it was left was that if Mr. Heimendinger determined a setback variance was feasible for the well, we would then resolve the wash water issue before he took any action on the well. I asked for the total tonnage of trash to document compliance with their NSPS Subpart WWW air permit. Mr. Heimendinger had the information for the current landfill, but did not have the information readily available for the contiguous closed landfill. I called PE Rick Yoerger who stated he had this information and would get it to me. DAVID MILLER
