7/21/2014	From: Miller, David [DNR] Sent: Monday, July 21, 2014 1:35 PM To: Koger, Nina [DNR] Cc: Bill Rowland (bill@landfillnorthiowa.org); Shaffer, Adam [DNR] Subject: RE: LNI Cell A, Phase II Inspection Adam Shaffer and I went to the Landfill of North Iowa on 21JUL14 to view the newly constructed landfill cell – Phase II Cell A, Permit # 17-SDP-01-75P. We met with Bill Rowland, Landfill Director, as well as Bob Bamsey and Chris Oelkers of AECOM. AECOM provided a draft of the QA/QC report, of which we made a cursory review. We went to the cell location where I spot checked the thickness of the drainage layer and found it to satisfactory. Mr. Oelkers explained how the liner was tied into the adjacent cell and we inspected the perimeter of the cell. We were told that the basal drainage layer was at final grade and had been surveyed, but those results have not yet been certified. Wooden lath perimeter survey stakes were present, but DNR recommends these be replaced with more robust markers, such as a metal fence posts. DNR will rely upon the construction certification document as the determining factor for compliance with all requisite specifications, but DNR Field Office 2 recommends that the DNR Engineer authorize this facility to proceed with filling of the new cell upon receipt of satisfactory final grade elevation documentation.
