6/27/2012 I met with Bill Rowland at 8:00 AM 27JUN12 to discuss the efficacy of automobile shredder residue (ASR) as daily cover, and to conduct a routine quarterly visit. We viewed the ASR daily cover from the previous evening and it was satisfactory. Mr. Rowland indicated that they are still having problems with the ASR fibers clogging radiators of the equipment, but they manage it by blowing out the radiators each morning. Litter control was good and litter was being actively picked. They have just built a new road to the working face which they began using in the last few days. There was some dust generated from equipment on the road, but Mr. Rowland stated he has scheduled a dust control spray event. There has been an ongoing issue with a leachate line in which a cleaning tool had become stuck 2 years ago. This caused leachate head in a portion of the landfill to exceed the 1 foot maximum allowed in the permit (1.6 feet at last measurement). They have struggled with removing this tool on several occasions, and recently brought in some heavy equipment from out of state and successfully moved the tool 270 feet, but the rod had snapped and the tool is irretrievable at this point. Hover, they have noted better flow in the leachate line and they will monitor this to see if it comes back into compliance. They are preparing contingency plans (i.e., vertical leachate extraction wells) if the leachate head does not improve. Matt Phoenix is no longer the DNR engineer for this site; we discussed that Amie Davidson is now assigned to this facility. I proposed a meeting in September which would include Ms. Davidson and LNI’s engineer Bob Bamsey, where we could get Ms. Davidson up to speed and discuss some of these key issues. DAVID MILLER
