12/20/2011 A quarterly site visit was made to the Landfill of North Iowa on 19DEC11. I met with Bill Rowland and spot checked records. Litter picking and load check records were satisfactory; bills of lading indicated that tires, batteries, electronics, fluorescent bulbs, household hazardous waste, waste oil, appliances were all shipped off site within the permitted time limits. We discussed the ongoing leachate issue – one of the laterals is plugged and they have leachate head in excess of that allowed in the Rules, and for which they have an outstanding NOV. They will continue to try to repair the leachate line, but they are also preparing contingency plans if that initiative fails. Mr. Rowland reports their engineer Bob Bamsey has been actively discussing the matter with Matt Phoenix and Alex Moon, and they are preparing a conceptual plan for vertical leachate extraction wells, should they be needed. Leachate levels are down considerably due to the dry weather this past fall. I inspected the hill and noted that litter control was good, with the exception of an area immediately north of the working face which had considerable litter; also noting there was a brisk north wind today. They were actively picking litter in this area. This working face was somewhat large, especially with the wind, but it was being managed reasonably well and the litter screens were properly placed. LNI has staked out surveying control on the “unlined” portion of the landfill – the original fill area from the early 1970s. There has been differential settlement and they are preparing to bring in additional cover material and regrade the area to provide for proper drainage. DAVID MILLER
