11/14/2011 I attended a meeting of the North Iowa Landfill Board of Directors on November 10, 2011. Also attending from DNR were Alex Moon and David Phelps. The purpose of the meeting was to discuss the proposal by Creative Energy Systems (CES) to build a waste-to-energy facility south of Mason City near the Golden Grain plant, to which most waste currently destined for the Landfill of North Iowa would be sent. The City of Mason City is supporting the proposal for economic development reasons. The Board has legal authority over the waste and their approval is necessary for the project to proceed. CES officials had made several presentations to the Board, but the Board felt they needed to have an independent analysis so they brought in a speaker from Foth Consulting who went over the basic principles of waste gasification/power generation and fielded a number of questions. The speaker indicated that there are no facilities of this type in full commercial operation in North America, although two are under construction. The Board members questions were primarily focused upon better understanding the environmental impacts, and DNR’s David Phelps fielded a number of questions regarding air emissions and permitting. Max Weaver was the only Board member to take a public position regarding the facility – he was opposed. The Board will vote on the proposal at a later date. There were a number of concerned citizens in the audience, most of whom opposed the plant. One CES official was present, but he said very little. There will be a public forum November 16 at the Mason City Library where CES will state their case in support of the plant. DAVID MILLER
