10/19/2010	From: Gastineau, Janet [DNR] Sent: Monday, October 18, 2010 2:55 PM To: Kumar, Suresh [DNR] Subject: Cargill I called Shawn Peters today to set up an inspection and he told me Bob Palla didn’t issue the redesign approval before retiring and now WWE was asking them to go through antidegradation rather than approve the design request. Can you please provide me with the background on what happened between Bob retiring and a couple of weeks ago when you held a meeting with them? Last I heard from Bob he was going to issue the OK. Admittedly I don’t know what the antidegradation would involve or what the changes to the rule.are that are holding this up, so please, I could use enlightening.	JANET GASTINEAU
