9/22/2022	Mike Smith (DNR LQB) and I bet with Jon Polheiter, and Art Kern of MWA and staff from their consultant HDR to examine the Cell E construction project. Installation of the liner was being completed on that day and a pea gravel drainage layer was being placed at the north end. Stormwater collection tubes and pumps were in place at the west end of the cell. The liner and leachate collection lines had been connected to Cell D. See the attached photos. A request was made to allow waste to be brought in to the north end before the south end construction was finalized. This would allow less time for the liner to be exposed. (The landfill was also running out of space.) Mike and I were receptive to the idea. Mike will be reviewing data before giving final approval.	BILL GROSS
