8/13/2018	I met with Doug Luzbetak (HLW), Marcia Beeler, and Alan Utsler on-site and examined the construction of Cell 5 (report attached with photos). I saw no significant problems. The one foot sand drainage layer had been placed over the base of the cell and will be placed up the abutment liner as waste in the cell moves up. I did remind Doug to place markers at the outer perimeter of the liner. He said this would be done when the waste approaches it. I also checked the leachate storage pond and found that it had about three feet of freeboard. Also, I saw no leachate seepage due to very dry weather. I reminded Alan to clean out the south stormwater sediment basin.	BILL GROSS
