7/30/2025 A review of the Manure Management Plan (MMP) and associated records identified several issues in prior years’ submissions. These included inaccurate contouring credits for fields not actively using contour farming, incomplete RUSLE2 erosion modeling, and outdated soil data. Additionally, crop rotation changes from 2022 through 2024 were not reported in the required annual update forms. A revised 2025 MMP was submitted during the inspection, which corrected these deficiencies and now appears consistent with field conditions and current regulatory requirements. To remain in compliance, future MMP updates must reflect actual practices, use current soil data, and include timely crop rotation updates. The inspection also noted active headcutting in a grassed waterway approximately 466 feet north of the facility. This area must be stabilized to prevent the waterway from developing into a defined channel that could trigger regulatory separation distance requirements for confinement structures. During the inspection, manure storage structures appeared structurally sound and adequately contained all manure, with no evidence of discharge. Feed was stored in intact bulk bin systems, and no spilled feed was observed. An on-site incinerator was present and appeared properly operated. While likely exempt from Title V air permitting due to its installation date, the facility is advised to document its burn rate to confirm its exemption and ensure continued compliance with applicable air quality standards. At the time of the inspection, no discharges were observed from the site. Because the facility is classified as a Medium Animal Feeding Operation, a National Pollutant Discharge Elimination System (NPDES) permit is not required at this time. JEREMIAH KAUFMANN
