10/18/2013 During my last two inspections of the “old” Humboldt County closed landfill, I had asserted that there was an area of cap subsidence that was retaining water and required some minor repair. Humboldt County had responded, in writing, that there was no such area and no work was required. I note that the cap on this landfill has very little grade and it can be difficult to see minor depressions. On 18OCT13 I met with County Engineer Paul Jacobson and consulting engineer Dave Minikis at the landfill. I pointed out a damp area approximately 60’ x 20’ which had not been hayed and showed ruts from the haying equipment having been stuck. I suggested the reason it had not been hayed, and the cause of the ruts, was that it was too wet from retaining water. Mr. Minikis acknowledged my observations and proposed that he survey the area to determine if it was indeed a depression. I indicated that would be fine or, since the County has a large pile of black dirt approximately 200 feet away, they could just take the same amount of time and fill in the damp area and reseed. Mr. Minikis indicated he would discuss it further with Mr. Jacobson and let me know what approach they had chosen. DAVID MILLER
