9/21/2010 On 9/1/10, I stopped by the Allamakee County CCC boxes near the power plant in Lansing to follow up on a complaint received about a week or so earlier regarding excessive litter around the area. Also, I have had recent phone conversations with Allamakee County solid waste manager, Dave Mooney regarding on going issues at this site with a Ms Judith Silverberg and her ongoing feeding of ferril cats at this location. Earlier this past week, two of the county's solid waste workers had a confrontational encounter with Ms Silverberg at this location when they were cleaning up around the green boxes and observed several whole chicken carcasses (feathers and all) that had been thrown around the site to feed the ferrel cats. This type of activity attracts vectors other than the catts. The "attraction" of both ferrel cats as well as other wild animals such as mice, racoons, rats, etc. (vectors) is deemed to be a nuisance by both county officials as well as DNR. The potential exists for hazardous interactions between the citizenry utilizing the CCC and diseased or otherwise dangerous animals. This is a health hazard as well as a nuisance. I then met with Dave Mooney at his office near Waukon and discussed this issue. I supplied him with a copy of IAC 567-106.5 (455B), the rules covering Citizen Convenience Center operations. We both agreed that the County must take steps to prevent the ongoing feeding of wild animals at this location by Ms Silverberg. I told Mr. Mooney that I could write the County a Notice of Violation for this situation if necessary. He did not believe that was necessary and has turned the situation over to the Allamakee County attorney. DOUG HAWKER
