6/13/2011 I conducted a quarterly site visit today at the Central Disposal Systems Landfill in Lake Mills. Litter control was very good, litter records and load check records were in compliance. Working face was average size and daily cover from recent operations was good. The leachate seep on the north side is still an issue – they had attempted to repair it and while it was clear they had been actively working on it, the area was still wet and there was some minor seepage. The new manager, Tom Buchholz, was not there, but I called him later and he seemed to be on top of the situation. He had contractor lined up for tomorrow to cut 5 feet into the waste and put a gravel pack to help drain vertically to the leachate system, and then cap the entire area with clay. I reminded Mr. Buchholz that 567 IAC 113.8(3) required that any leachate impacted soils had to be landfilled, but he could use it for daily cover. Mr. Buchholz also indicated that a portion of the upcoming gas probe installation (beginning July 1) included a strategy where the probe installation activities would help piece any perching layers and leachate could be extracted from certain gas probe holes – some of which were in the seep area. A meeting has been set up for July 6 between Waste Management and DNR. Amie Davidson will come up from Des Moines and we will make a determination on the efficacy of the seep repair effort at that time, as well as inspect the progress of the gas system improvements.
