11/16/2018	Received a phone call that Bob Staiert, Applicator, and Essentia were placing a hose across the ground to pump the wastewater from the lagoons to a field located south (Site 8 in the operation permit). Caller had concerns with the hazard and had contacted the DNR and the county. I stopped at the site and met with Staiert and Essentia staff. I explained that DNR doesn't get involved in the hazard aspect; however, there is nothing in our rules that prevent the hose from being placed through a culvert. Mr. Staiert and Essentia staff were in the process of removing the hose from the road to go thru the culvert. Mr. Staiert and Essentia staff understand that, while the rules allow this, to monitor the hose and attachments to ensure a spill and/or leak into the culvert and creek does not occur.	ALISON MANZ
