12/8/2023	Notice of violations regarding Subrule 567 Iowa Administrative Code 105.3 - General requirements for all composting facilities not exempt to 567-105.2(455B, 455D) and Subrule 567 Iowa Administrative Code 105.6 - Specific requirements for composting of dead farm animals. See report titled, "Facility_Insp_64268_Donovan_&_Sons_LTD_Muscatine_Site_12052023" for more comments and details. During this inspection I did not observe a discharge from the confinement buildings, bulk bins or composting area, therefore the facility is classified as a Medium Animal Feeding Operation (AFO), therefore, a National Pollutant Discharge Elimination System (NPDES) permit is not required at this time.
