8/7/2017 I visited the site to observe earthen basin clean-out and closure progress. John explained they removed all the solids the previous day and he provided me photos he took during the process. The bottom of the basin appeared clean and the blue clay appeared clean but some rain water had pooled in the bottom. I agreed that they appeared to have removed all the solids but the rain/ground water that ends up in the basin could contain elevated nutrients so they will need to be cautious if they empty it out. He was unsure what they would do with the basin, it is approximately 25 feet deep so he didn't think they would be able to just level it out. I discussed the need for an asbestos inspection on the remaining barns, prior to any demolition. He said the east barn has already been converted into a equipment storage shed and the west barn will be taken down, with the concrete left for an equipment parking area. We discussed the floodplain and building burial requirements as well. He wasn't sure when he would take down the west barn but would not bury it in the pit. I said my discussion with DNR floodplains helped clarify that he didn't need to remove the basin and a state floodplain permit would not be needed as long as there was no new deposits within the floodplain. I added that a local floodplain permit may be required to demolish the basin since it is close to the creek so he needed to check with the county as well. DANIEL WATTERSON
