3/29/2016	I met with Marcus Koenen who is intending to purchase this facility and add 2000 head of open lot beef cattle. He wanted to know if he could use the existing earthen basins that currently store confinement manure. I stated he could if his engineer provides documentation that it will store the co-mingled manure for up to one year with 2 foot of freeboard and hold the 25 year- 24 hour rainfall event. Apply for construction permit and NPDES permit, would be a Large CAFO. Explained that EPA designated this site as a Medium CAFO in 2014.	JENNIFER CHRISTIAN
