4/4/2012 Ken and I met with Utilities Supervisor Bruce Simpson and Engineering/Technical Manager Eric Hazuka to discuss future maintenance activities for the lagoon system. They reported that there is siginifcant solids build-up in cell 1 and the first portion of cell 2. We discussed their options for removal and disposal. They are still hooked up to the City of Sioux City, so they may be able to send some of the WW there for treatment. They will still need to meet effluent limits in their permit during this work. They will just be doing replacement/maintenance work (not upgrades), so a construction permit will not be required. They are just in the planning stages, but we asked them to submit their plan to us for approval prior to beginning the work, which they have slated for summer 2013. They are looking for a value-added disposal method for the solids, but may have to resort to land application under Ch. 121 for disposal. They are considering moving their surface aerators to the first portion of cell 2 temporarily to provide treatment while cell 1 is down for cleaning/repairs. They will need to install new piping this year in order to be able to bypass cell 1 during this work next year. They will keep us informed throughout the process. SHEILA KENNY
