10/1/2020 I visited the NCIRSWA landfill on 30SEP20 and COO Mitzi Brunsvold asked me to view their daily cover process to determine compliance with the Iowa Administrative Code. Soil was being used and I found that it was compliant with Paragraph 567 IAC 113.8(2)”f”(1). We discussed the requirements regarding scarification of daily cover, the intent of which is to modify the daily cover to the extent that rainwater can infiltrate the solid waste and eventually migrate into the leachate collection system. I noted that Paragraph 567 IAC 113.8(2)”f”(3) does not require complete removal of daily cover prior to adding another lift; rather, it requires that the daily cover be disturbed to the point that rainwater can infiltrate. The Rule also notes that scarification is not required at all if the rainwater can infiltrate the daily cover as-is. I judged that the daily cover I observed could possibly meet the latter requirement and not require scarification at all, but agreed that their current practice of partially removing the daily cover definitely meets requirements. I advised Ms. Brunsvold that their current daily cover process was compliant with the Iowa Administrative Code. DAVID MILLER
