See email to Chris: - Forwarded message --------- From: Lee, Brian <brian.lee@dnr.iowa.gov> Date: Thu, Oct 8, 2020 at 8:24 AM Subject: Re: Ottumwa Wapello SDP report To: Christopher Bettin <bettinc@ottumwa.us> Chris, I was able to look at some of the earthwork and the closed area at the landfill yesterday.  The C&D area looks good and they continued to add cover at the time of my visit.  I know the focus will shift to the active cell soon.  Daily cover, and possibly intermediate cover, is needed as soon as feasible, especially on the eastern side.  Doug said that landfill staff worked to cover some of the central portion recently. Regarding the closed area, no major bare areas or leachate seeps were observed.  The vegetation is fairly consistent throughout.  A few small trees were observed towards the lower portion, towards the toe/creek side.  Mowing looks like it has been done on over 1/2 of the area this year.  Mowing all of the area is recommended at least once per year.  As we discussed, review your ops plan to see what it says about mowing frequency and follow that.  Some small rills were also observed towards the southwestern portion.  No severe erosion or gullies were observed.  All but one of the wells I observed were locked and had posts around it.  Well #21 (mid-east perimeter) needs a lock.    I wont send another report, but will add this email to the file.  Let me know if you have any questions.    Thanks, Brian BRIAN LEE
