6/13/2012	6/13/12 - Mike Smith and Matt Phoenix (DNR) accompanied me to the landfill. They were examining the condition of the finished portion of the site. I was following up on my previous inspection. Eric Warren, LaVonne Richter, and Rick Yoerger were present. I required them to submit leachate disposal receipts for 2010-2012. They did not submit any. LaVonne Richter made copies of truck hauling records. There was no record for 2011. I confirmed with the Tama Co. Engineer's office and the city of Toledo that they had no records that leachate was hauled in 2011. There was no evacuation pump in the wet well for the current cell. Mike and Matt discussed maintenance of the finished area. With an infrared camera, we observed methane gas emitting from a gas vent. I also checked the working area. Eric explaine the process of scraping clay off the sand draiage layer. They were gradually establishing a lift of garbage, but it did not appear the entire cell would be covered with garbage before the end of the year.	BILL GROSS
