3/2/2016	Anderson Excavating has been in the process of constructing final cover at the C&D landfill for a couple years. I will likely be issuing a closure permit for the state in a few weeks, and wanted to get a good idea of the status of compliance so I can include any additional actions in the closure permit. Of particular concern is the fact that in their 2013, 2014 and 2015 leachate reports, they have not hauled any leachate off site. That means one of 2 things - (1) their liner is leaking significantly or (2) their leachate storage tank is overflowing. The tank was found to be overflowing in 2010, so they have a history of that problem. Please conduct a compliant review of the site, including an inspection of the storage tank for possible overflow.
