8/21/2017	Kurt Levetzow and I visited the site to observe the new cell construction. We met Dan Ganzer, Kristy Korpi, Brian Stinemen (all Muscatine staff), Rittmer Construction staff (contractor), and Dan and Shawn from Barker Lemar. Significant earthwork had taken place in the new cell area. The contractor had excavated waste from the north side of Phase 4 to be able to locate a point where the new liner can join the old. Old, unusable, damaged liner had been removed from the north side of Phase 4 and more will be removed until a satisfactory joining point can be determined. The contractor had located compliant liner and drainage layer towards the lower edge (on the north side of Phase 4) and will continue working up slope to the east. Waste will be excavated a few feet beyond the joining point to allow access to properly weld the liner and to ensure the depth of drainage layer sand is compliant. The liner joint area along the west edge of the new cell has been located. This is where the new cell will join Phase 2. The contractor continued work in that area cleaning up the liner and joining area.	BRIAN LEE
