7/26/2013	I met with Adam Shirley, Director of Mitchell County Conservation, on 26JUL13. DNR had previously encouraged the Mitchell County CCC to provide secondary containment for their 100 gallon used oil above ground storage tank (AST) and Mr. Shirley wanted to know the secondary containment specifications. I indicated that State Fire Marshal rules require secondary containment be used for ASTs above 1,100 gallon capacity, but that DNR encouraged secondary containment for ASTs smaller than that. I provided Mr. Shirley with the Fire Marshall specifications which included the requirement that the capacity of the secondary containment be 110 % of the AST volume. We also discussed start up of a yard waste composting operation at the CCC, and I explained those requirements. In addition, we discussed the tree burn site requirements	DAVID MILLER
