3/21/2014	I along with Alex Moon and Amie Davidson we met with Steve and Jerry(Terracon) to discuss construction of the new cell. Concerns with the slope of the neighboring cell was raised. Terracon will provide results of stabilization tests being done to address these concerns. Once the tests have been completed and determined to be safe, and wet soil conditions improve, the new liner will be installed. The leachate stoarge basin was observed. No fence installed yet as frost was still in the ground. Steve indicated that this would be completed as soon as conditions improve. Semi tanker parked nearby; used to haul leachate to Oskaloosa POTW.	TED PETERSEN
