9/20/2011	I visited the landfill and met with Steve Thomas. We examined the new cell and the abutment slope of the filled area to the north. I took photos of this area (and of the gas vent wells--attached). Steve reported that, in his opinion, the new cell just required some re-shaping (erosion at lower east end) and installation of a leachate collection line and the drainage layer. The abutment slope to the north did appear to be about 3:1. It did have an earthen cover, but no vegetation or other erosion control measures. There were stains from leachate seepage, but no evidence of any leachate runoff. I told Steve to monitor the leachate seepage closely and recommended he seed and/or mulch the slope to reduce the need for erosion repair. At the time, waste was being placed as an area fill atop the southwest end of the north fill area. There were survey stakes on the new cell and on the north fill area.	BILL GROSS
