2/14/2019 I received a response letter from Terracon via email (attached). I sent a response by email: Gross, Bill <[email protected]> Attachments 11:30 AM (7 minutes ago) to Alan, Jerry, Steve, Jake, Amie Alan: We received your response (from Terracon) to my recent landfill inspection report. Thank you. I'd like to comment on a few response items: - It is indicated that the leachate lagoon fence had been re-installed. We feel that the existing fence has never been adequate to protect the pond liner from hoofed animals or to keep people (trespassers) from crossing the fence. In either case, there is a liability issue for the landfill. We think a more robust fence is needed. I assume you plan to construct another leachate holding cell with the impending landfill expansion. At the very latest, a new fence for the entire leachate storage area should be installed when the new cell is completed. - It is indicated that a certified operator on duty during all business hours means a certified operator could be on-call but not at the site. We do not agree with this interpretation. Having a certified operator on duty means that the operator is on-site and responsible for the activities taking place. [Being off-site for an hour or less (e.g., lunch break) on any given day might be acceptable.] In any case, we think every landfill needs to have more than one certified operator to cover for unforeseen events, vacations, etc. when a person cannot be present for an extended period of time. - It is indicated that significant leachate seepage areas on the north filled area will be cored and sealed with clay as final cover topsoil is applied. While this is acceptable as a short term solution, we are of the opinion that this would only be a short term solution--that seepage will recur unless a more permanent solution is implemented (e.g., leachate collection). A permanent solution should be part of your final cover plan for this portion of the landfill to avoid the possibility that you would need to disturb the cover to repair future seepage.
