9/4/2013 I conducted a routine visit to this facility on 30AUG13. Manager Dan Aastrup was away, but I spoke with Bruce Rewoldt and Adam Rains. No violations of 567 IAC 113 were observed. However, during conversations it came up that cathode ray tubes (CRTs) occasionally came in with loads and they were just buried as normal garbage. I commented that I thought this was prohibited in the Rules, somewhere, but I could recall exactly where. I told Rewoldt & Rains I would research this issue and get back to them. I looked through 567 AC 113, but found no specific prohibition of landfilling CRTs there. I also consulted 567 IAC 122, which did not address disposal, but did state that CRTs must be handled in a manner that minimizes breakage, which was at cross purposes with running them over with a landfill compactor. I spoke with Solid Waste Program Supervisor Amie Davidson, who advised me that there is nothing in the Rules that specifically prevents CRTs from being landfilled, so long as they are generated from private residences and not from businesses. I called landfill manager Dan Aastrup on 4SEP13 and told him that I had been mistaken, one could indeed bury CRTs in the landfill, if they were from private residences. DAVID MILLER
