4/18/2014 On March 10, 2014, I stopped by the Dubuque County Landfill and met with operator, Doug Hughs. We discussed this past winter's operations in light of the extremely long and harsh winter. Today was the warmest day of the year, thus far, at 42 degrees F. Accordingly, the site was very muddy and sloppy. A lot of snow cover had melted over the previous couple of days. This had exposed the litter that has been accumulating throughout this site over the winter. The old cells (7 and 8) are done being used. These cells must now be properly capped, seeded down, and "closed" as soon as possible this coming year. Trash was observed to be everywhere throughout and around the new Cell #9 on this date. Windblown litter was in the surrounding hillsides and valleys. We dicussed the fact that this litter must be picked up as soon as the weather permits. Doug informed me that he has recently had a crew of temporary employees at the landfill to pick up what litter they could, but the entire area is very sloppy and the litter was still frozen down to the ground in many places. Doug discussed the fact that there are plans being developed to put up some litter fencing at various locations around the new cells. We both agreed that this could not occur soon enough. I sent an email to Doug after this visit emphasizing this. We also discussed the complainant who called FO 1 late last fall demanding that the litter throughout the landfill be cleaned up. DNR realizes that with the first warm weather conditions of the year that the landfill looked to be in it's worst possible condition. Doug agreed to keep litter pickup and litter control at the top of his priority lists. We also discussed the fact that John Foster of the Cedar Rapids Linn County Solid Waste Agency had recently been offered the open position with the Dubuque Landfill Commission. He could be starting with Dubuque as early as April 3rd. DOUG HAWKER
