5/15/2017	Bryon Whiting stopped by the Dickinson Landfill to make a routine and unannounced visit to look at windblown litter and odor issues. Whiting observed no windblown litter or concerns of windblown litter during this visit while at the site (including adjoining properties were observed). Whiting talked to Megan at the scale house who indicated Dickinson Landfill has a litter picker who was (also) working during this visit date. Whiting did not observe any foul odors that were unusual at the landfill (that were noticed last summer and fall (2016). Whiting also observed the disposal of spent railroad ties that were being disposed of in Cell C near the working face. The railroad ties were being smashed by the compactor and appear to be buried away from the working face in a homogeneous (material) pile.	BRYON WHITING
