4/3/2015	I observed the working face and C&D area while at the landfill to conduct an inspection of the leachate lagoons. It was windy, and there were a lot of plastic bags spread over several acres (refer to the attached photos). A number of screens were set up to catch the bags and other windblown debris, but they were not totally effective. Mr. Houtz had a worker picking up the bags. Only C&D waste was observed in the C&D area. Mr. Houtz has a section of the C&D area reserved for asbestos waste to simplify asbestos NESHAP record-keeping. Leachate from the C&D area is collected in the northwest lagoon and is sent from there to the evaporator.	JIM KACER
