			The Title V permit requires that the facility submit a written notice and dispersion modeling prior to moving designated storage piles. Lehigh moved a pile without notifying the DNR. The Title V permit requires that records of all opacity observations, hours of operation of specified equipment & throughput records of speicifed equipment be maintained and readily available for inspection by the DNR. Several of these records were unavailable for review.
