10/7/2021	I visited the site to examine the construction of the Phase 8-R cell. [Emma Huston, Geoff Spain and Nina Booker of the DNR were present along with Doug Luzbetak (HLW), John Roosa, and Todd Fisher (Boone Co. SLF) were present. Many phases of cell construction were taking place after excavation--the sublayer compacted clay, subdrainage layer, and the 60 ml synthetic liner installation. Sand will be used as the drainage layer and a new leachate collection line will be installed. The leachate collection lagoon was completed and was being fenced off. Surroundin bare hillsides remained susceptible to erosion, I recommended they be mulched and/or frost seeded before winter. [See the attached photos.	BILL GROSS
