11/3/2009	Visited site to follow up on fill space issues for active cell and previous deficiencies. Operator has resumed filling in an area previously noted as having partial final cover on the SE side of the cell. New cell has not been taken to grade yet although it appeared county staff were in the process of taking soil out of the cell area. Also, shredder fluff is still being used 100% as daily cover instead of mixing 50/50 with soil. I told Pam we will be visiting and Amber Sauser is in the process of drafting an NOV for ongoing deficiencies.	BRIAN JERGENSON
