2/19/2026 Spoke with operator today. He will overlay the LiDAR map with the area the sludge was applied to determine if application on frozen ground was done as per Chapter 67. MICHELE SMITH
2/10/2026 Dubuque is not getting a response from NutriJect regarding details on location of frozen ground application / stockpiling. Will issue NOV for applying on frozen ground with slope greater than 5% based on available records from Dubuque. MICHELE SMITH
2/2/2026 Dubuque submitted TVS % reduction calculations indicating they are meeting VAR requirements. Send request for additional information about fields. Bruns field on Arensdorf does not appear to have much area with less than 5% slope for frozen ground application. MICHELE SMITH
1/30/2026 It has been confirmed that the biosolids belongs to Dubuque. Upon review of the data, it has been determined to be Class 2 sludge. Matt Calvert visited site and storage building on 1/29/26. A layer of manure was noted at the storage facility. Willy O'Brien also noted manure was co-mingled with the field stockpiles. Scott Wienands with Nutri-Ject interviewed the land owner where the storage facility is and learned he added a load of manure to the building. Nutri-Ject will remove the manure and dispose of on land that is not part of Dubuque's plan. Since a review of the biosolids testing data revealed it was Class 2 (and not Class 1 as Scott Wienands thought) they will cease stockpiling the biosolids on the frozen ground and resume application in the spring. 1/29/2026 Reached out to Dubuque WWTP operator Willy O'Brien. He is contacting NutriJect to see if it is Dubuque's biosolids and if so, why isn't it being stored. MICHELE SMITH
