1/14/2026 01/14/2026 I called and spoke with Don Hoelting, who had written a letter to Margaret Dwyer regarding fugitive dust and soot impact upon one of his rental properties along West Grimes Avenue in Fairfield, IA. Mr. Hoelting said that during a paint and remodel project in 2023, he noticed a fair amount of material - black, dust, that required soap & water to remove. He suspects that the material came from the foundry. He said that the houses are not covered in black material, but it can accumulate make the houses look rundown over time. We discussed fugitive dust and that he doesn't live there but his tenants will let him know the impacts of dust. He was not sure if DNR gets involved in this issues. RYAN STOUDER
1/13/2026 I spoke with Larry Doran - HyCast President. regarding the complaint. He stated that he lives at 1004 Hempstead, which is one block away from the complainant's rental. He said that staff checks for visible emissions daily and he is said that visible emissions from production has been zero. He said that CIMCO is still reclaiming metal from spent sand forms. He said that is likely the source, since vegetation is minimal and fine dust particles can travel when the wind is out of the NW direction. He will discuss the complaint with staff and other managers to step up any areas that may not be already. He mention that the TV permit is up for renewal and so several folks in the community have voice concerns of the operation. RYAN STOUDER
1/12/2026 I investigated the complaint yesterday (Jan. 8, 2026). The majority of off site dust/soot is likely from the contractor on the HyCast property that is reclaiming iron from the spent forms. As the contractor is loading and unloading the foundry sand, he is stirring up dust. As the sand is shaken through a processing machine outside the dust there is a fair amount of foundry dust that gets stirred up as well. The amount of emissions through the foundry are much less since the plant is pouring only a couple of days a week. HyCast and prior owners would try to save iron by running the sand forms through a shaker system to reclaim iron. There have been incidences of bag filters failing, or other plant upsets. I'll contact the facility to verify if they have had an recent issues with equipment. RYAN STOUDER
