11/20/2025	I spoke with Mayor Mark Smith of West Liberty on Nov. 19, 2025. He was calling to better understand the situation at Cedar View Farms. He was concerned about the handling of compost material and the chicken material and potential for vector transmission. I explained that the compost if done correctly would elimionate pathogens, but if not then I would contact IDALS to discuss the situation with State Vets to better understand the impact.	RYAN STOUDER
11/20/2025	I met with Courtney Herrold, owner and operator of Cedar View Farms. Mr. Herrold indicated that he was stockpiling the compost material for land application. I observed that cardboard, eggs and leachate was present in and around the stockpile. Mr. Herrold stated that he would be screening the material and land applying soon. I explained that this material is not final cured compost, because the material is wet, smells and had a fair amount of material uncomposted in it. He explained that the eggs don't always break in the composting process, the odor is normal and the cardboard and other material gets broken down further once on the land. He told me that he is clean ing out the compost pit area on the lower part of his farm. He has approval to build a hoop building that the county requires for his composting into the future. A seperate business will be generating biochar that he will mix his compost with and sell as a soil amendment. I explained that he needs to clean up the remaining compost material in the lower area and resume composting in the permited area of the SW region of his property.	RYAN STOUDER
