3/20/2022	On Feb 8 2022, I sent a text to Tyler Rogers, explaining that I've been reviewing photos weekly sent to me from the Iowa City Landfill staff of their spray on concover application, and that it appears adequate and that I'd like to know if he's seen a difference. Tyler finally responded on March 10, via text, and said he's never seen anything on the bird mitigation (plan) that was done and "this is still an issue". I haven't responded yet, but I'd tell him that the actual work associated with the plan won't likely be complete for another year - giving the biologist time to actually conduct the research. 2/15/2022	Jen Jordan called me just before noon on 2/15/22 to discuss:1. a meeting with DNR staff regarding their search of a consultant to conduct the bird assessment,2. the effectiveness of spray on ADC, 3. an additive they're looking to add to the ADC,4. other topics related to bird nuisance options. 2/15/2022	I've asked for and have been receiving photos at the end of working days to see and verify that spray on alternative daily cover is being applied. Recently, we noticed some birds in one of the photos (taken 2-12-22), therefore, we reached out to Jen Jordan to discuss. Jen forwarded us an email (on 2-15-22) that they've been investigating additives to put in the mix that is specifically designed to prevent birds.	KURT LEVETZOW
1/22/2022	Around 1:50pm, I called Tyler and discussed this with him. This is the first time I've talked to Tyler. I explained to him that I'll discuss this with him, but I am not interested in a conversation that is not productive. Tyler and I had a good productive conversation. He believes they have not complied with their permit conditions of using dirt every few days between spray on ADC. I told Tyler I'd have to look at the permit and see what it requires for dirt application between ADC usage. Tyler is surprised there isn't a requirement to cover the compost, as it creates a warm place for the birds to feed. I told him I didnt think there's any requirements to cover a compost pile, however, the bird mitigation plan requirement that Mick Leat sent the landfill may come back with suggestions from a wildlife biologist regarding additional steps to mitigate the bird problem relative to the compost. I told Tyler I'd send him a copy of Mick's letter. I also told Tyler that I'd ask the landfill to send me photos daily for a period of a couple of weeks at the end of each working day, proving they're adequately covering the working face. 1/22/2022	I called the landfill and verified that they're open until 4:30pm on Saturday, which would explain why they haven't covered the working face yet. I talked to both Zach and Joel (operators). The complainant sent me photos of the landfill which showed snow sitting around and in front of the tarp machine, suggesting that it hasn't moved in a few days. Zach or Joel mentioned that they haven't recently used dirt to cover garbage, due to the extreme cold weather, but they've been spraying the working face with ADC. When I spoke to Zach, I asked him to ensure they get a adequate layer of spray on ADC on all the waste, especially any that may have not been covered the previous day(s). Zach said he would, and he'd send me pics after they spray at the end of the day today.	KURT LEVETZOW
