10/23/2019 Regarding the burial allegations, Doug M explained to me that its "reclamation", similar to reclamation projects they've done in the past, but this one is on their property. This onsite reclamation project is their attempt to raise the level of the land to make for better farming, as well as bringing up the grade so they can be build a building just south of the maintenance shed. As for the open burning allegation, the smoldering conditions would lead one to assume there is fire. When onsite 9/17/19, I observed no fire, rather, smoke from the DE oxidizing in the presence of O2. I walked the entire compost pad and observed that other than the eastern portion of the pad, the compost had been pulled back onto the pad and that no runoff was leaving the property. The eastern portion of the pad was still sloughing off, but is dammed up and pumped into the eastern lagoon. I observed that the scat, grinder, screen are all for maintenance. KURT LEVETZOW
