11/19/2015	No issues were detemrined regarding mixing materials or the cure piles. Compost is being moved into rows and some land application may have caused some odor issues. Lagoon odor could have been an issue as well, but was not strong at the time of visit. Storm water issues were determined regarding a discharge from the pad area. Leachate bypasses around the pad, through a draiangeway, around the west lagoon, and into the creek south of the main pad area. A water quality violation was determined due to visual detection issues. No samples collected. NOV to be issued for a discharge to a water of the state.	BRIAN LEE
