12/13/2024	I called Tom Sanicola, Environmental Manager at SSAB, to ask him what was happening, regarding the information my office received this afternoon in the form of an anonymous complaint. Tom indicated they're land applying biogenic carbon that is commonly used as a soil conditioner. He said it was experimental for their EAF process, but since it didn't work, they're land applying it. He also said their K061 baghouse dust is brown in color and is recycled for metal content out of state, it is not land applied or landfilled. I reminded Tom that the State of Iowa's fugitive dust regulations, which state, they must take reasonable precautions to minimize dust from crossing property lines and causing a nuisance, would apply to them. It should be noted - the complainant did not complain about fugitive dust - rather, that SSAB was land applying hazardous waste. Based on this information, this complaint is closed.	KURT LEVETZOW
