2/14/2025 After our discussion, Matt Morris, Andrew Phillips, and I visited the area in question. There was new snow cover, so my view was somewhat obstructed (see photos). The working face appeared in good order in the southern portion of Cell D. They were spreading soil over the top and had several tarps nearby to cover the face. Shingle pile was only marginally smaller. They have not been adding to the stockpile for some time. The composting area had no noticeable runoff (frozen conditions) and was otherwise in good working order. BILL GROSS
2/14/2025 I went to the landfill and talked to Matt Morris in person and Michael McCoy over the phone. I revealed the content of the complaint about the landfill and we discussed each item further: - Daily cover: The cover sprayer did break down as spray was being applied to waste. It was decided not to use a tarp to cover the rest because predicted snowfall would weight down the tarp and risk tearing it when removed. Much of the waste reportedly had been covered with soil. They said normally the spray on cover would cover all waste--this was a pretty rare situation. I told them to always do their best to cover waste at the end of the day, if for nothing else, to control litter. - They reported the composting area has had no problematic runoff issues. - They said they had used some shingles from the stockpile and are planning to use most of them in accordance with the plan submitted last summer. (In April they will be using them on the east access road.) - They said they have had no major fires recently. On occasion they will get a minor fire (from lithium batteries?). They are prepared to extinguish them, though sometimes the Runnells FD does help. None of the fire have been near the landfill liner. - They said the complaint may have been from an operator who is disgruntled because of some new quality control measures being taken in the operation of the landfill.
