11/10/2016 I also examined the small former leachate holding pond south of the finished area (below the aerated lagoon cells). It now only captures stormwater from a small drainage area. It had about a 2-ft. freeboard. A request had been made to allow this pond to overflow to Camp Creek. Yuta reported that they do not plan to allow this. The pond will either be filled in or water will pumped to the current leachate storage lagoon. BILL GROSS
11/10/2016 When I arrived on-site (unannounced), I noticed fairly strong odors in the area of the office/scale house. It appeared to be coming from the active area (Cell C North). I met with Jeff Dworek, Yuta Naganuma, and Greg Hicks on-site. They were in the process of brainstorming solutions to extraneous gas ventilation resulting in odors downwind of the site. Wells had been inspected for odors and gas ventilation earlier in the week. They concluded that gas was venting to the atmosphere from around the temporary wells in place in Cell C (active). Yuta, Greg, and I toured the entire fill site. We did find the most prominent odors in the working area Cell C North), around some gas wells in that area, and in Cell C South which had a thin soil cover over 15-20 ft. of waste. We did not notice any odor or fugitive gas ventilation problems in other portions of the site. Jeff was about to order a slotted, over-sized shroud with a gas collection line to place over gas wellhead in the currently active area of Cell C north. More soil cover was being considered for Cell C South. Jeff indicated that controlling odor and gas ventilation was a priority. BILL GROSS
