1/25/2023	I called Farmer for more information. It was reported to him that the field that received manure is located just south of Supreme Beef across HWY 18. We discussed that open feedlots are generally not subject to frozen/snow covered ground prohibition. I then called Jared Walz who stated that Supreme Beef did not apply manure. He noted that a neighbor with approximately 50 hd open feedlot cattle had applied manure on Saturday in the field that I described. I informed Jared that this activity conducted by the neighbor is not prohibited.	BRIAN JERGENSON
