11/30/2018	Note: the email from NRCS did not specify that manure was running into the creek while they were onsite, but that there "was evidence manure had been running into the creek". This is similar to what I observed during my investigation.	BRIAN JERGENSON
11/30/2018	I was onsite 11/15 and observed evidence of channelization from the area of the feedlot through the neighbor's ditch toward the stream. Mr. Heister was warned and understands that if a discharge is documented he will face further action. This is a duplicated complaint as conditions have not changed.	BRIAN JERGENSON
